About the Project 

The Ministry of Investment or previously, Saudi Arabian General Investment Authority is the foreign investment license provider for the Kingdom.

 

Key challenges

OCO Global was retained to provide strategic input into SAGIA’s Governor and its senior team, build capacity and oversee the set-up and trebling of headcount within the organisation, as well as to oversee initial pipeline and landing of investments.

 

How OCO Global Supported 

Workstream 1 – Investment Promotion Strategy: OCO Global was responsible for defining the investment promotion strategy for SAGIA. In developing this strategy, OCO Global deployed a team of six consultants working directly to the Governor of SAGIA (CEO). We completed an exercise to determine the nine key sectors and seven markets that Saudi Arabia should build their offer around by analysing the supply side offer and global demand. The analysis was presented to global investors as a series of sector specific value propositions. Alongside this OCO Global completed the organisation model design and blueprint of key SAGIA operating processes. In partnership with SAGIA we developed a comprehensive suite of KPIs that measured the organisation’s success. This evaluation covers the quality and speed of the investor journey and spans activities, investment outcome, investor satisfaction and organisational measures.

 

Workstream 2 – Organisational Set-Up and Capacity Building: OCO Global ran a workstream to establish a new organisation within SAGIA. This has involved the OCO Global team recruiting, on-boarding and training c.50 people to populate the new structure.

 

Workstream 3 – International Business Development and Account Management: As SAGIA established its new organisation, OCO Global acted as its international partner, working alongside SAGIA staff in six key markets. OCO Global was responsible for raising awareness of Saudi Arabia to prospective investors, building relationships and presenting highly targeted investment propositions and research to investors. The focus was on a Key Account Management programme and business development that targets companies already operating in Saudi Arabia. In the first six months of this programme OCO Global has conducted 300+ investor meetings and generated a pipeline comprising 300 leads, $30bn of capital investment and 20,000 jobs. OCO Global optimised the process and handovers between investor, international teams and HQ (Riyadh).

 

Outcomes

  • OCO Global led the build of a very significant pipeline which included $10bn of short-term, highly winnable deals with global powerhouses such as Halliburton, Clariant, BASF, Medtronic and Baker Hughes. International network established across North America, Europe and Asia.
  • On the international mission side, OCO Global supported SAGIA on trips to Italy, Spain, UK, USA, France and a few others, setting meetings with over 500 investors, 250 of which were in the USA.
